Dear Providers,

The Florida State Board of Education has approved amendments to Rules 6M-4.400 and 6M-4.500, Florida Administrative Code (F.A.C.), related to parent copayment and provider reimbursement for School Readiness (SR) services. These updates align with recent changes to federal regulations and state statutes.

Key Changes Effective July 1, 2025:

🔹 Rule 6M-4.400, F.A.C. – Required Parent Copayment

  • Remove family size as a criterion to assess a parent copayment.
  • Establish that an assessed copayment be affixed to only one child and one enrollment per household.
  • Limit an assessed copayment to a maximum of 7% of household income.

🔹 Rule 6M-4.500, F.A.C. – Child Attendance and Provider Reimbursements

  • Reimburse providers in accordance with a child’s authorized schedule, including on coalition-approved holidays and at different provider sites for concurrent enrollments.
  • Add provider reimbursement for one staff training day.
  • Remove quality performance differential (QPI) of 4% for providers with program assessment composite scores of 4.50 to 4.99.

The Division of Early Learning is currently preparing supplemental materials to support providers with these changes.
